Purpose of the Role
As Senior Estimator, you’ll lead the estimating process for high-value marine civil engineering projects – from concept through to bid submission. Working closely with the Head of Estimating, you’ll provide hands-on technical input and commercial insight to ensure all tenders are accurate, competitive, and risk-aware.
You’ll collaborate across multiple departments – including engineering, planning, and commercial – to develop realistic programmes, identify value engineering opportunities, and support pricing strategy at board level.
This is a highly visible role within TMS Maritime and offers the opportunity to influence how we win, plan, and deliver projects nationwide.
What You’ll Be Doing
- Lead and prepare detailed cost estimates for marine and heavy civil engineering projects
- Review drawings, specifications, and contract documents to determine scope, risk, and resourcing
- Prepare and validate take-offs, production rates, and plant and material costs
- Collaborate with commercial, engineering, and operations teams to align bids with delivery methodology
- Engage with suppliers and subcontractors to obtain competitive quotations and ensure bid compliance
- Oversee bid preparation, ensuring submissions are high-quality, accurate, and on time
- Support mentoring of junior estimators and promote best practice across the team
- Contribute to continuous improvement and digital innovation within estimating – including the use of AI tools in bid preparation
What You’ll Bring
- Proven experience as a Senior Estimator within marine, civil, or heavy infrastructure projects
- Sound understanding of marine construction techniques, risks, and environmental constraints
- Strong commercial and contractual awareness (NEC experience advantageous)
- Excellent analytical, numerical, and communication skills
- Proficiency in Microsoft Office, estimating and project planning software
- Ability to read and interpret drawings and technical documentation
- Collaborative mindset with the confidence to liaise effectively across departments
- Full UK driving licence (essential)
Desirable:
- Experience in marine piling, dredging, or coastal defence
- Degree or HND in Civil Engineering, Construction Management, or related discipline
- Experience in bidding frameworks
- Previous mentoring or leadership experience

Head of Quality, Health, Safety and Environment

Purpose of the Role:
The Head of QHSE is responsible for overseeing quality, health, safety, and environmental (QHSE) standards for TMS. This role ensures compliance with industry regulations, promotes a safety-first culture, and enhances operational efficiency through risk management and continuous improvement initiatives. The ideal candidate will have significant civils and/or Maritime construction experience and have a proactive style and outlook in driving a positive safety culture.
What You’ll Be Doing:
1. QHSE Management and Compliance:
- Positive focus on department and team management
- Develop, implement and maintain QHSE policies, procedures and best practices
- Ensure compliance with international and local regulatory requirements related to QHSE.
- Conduct audits risk assessments and incident investigations to maintain a high level of safety and quality.
- Provide training and awareness programs to enhance safety culture across all levels of the organisation.
- Ensure random drugs tests are carried out, follow up with appropriate rectification action where necessary
2. Risk management and Incident Response
- Identify potential hazards and implement proactive measures to mitigate risks.
- Develop emergency response plans and ensure personnel are trained in emergency procedures.
- Lead incident investigations, root cause analyses, and corrective action implementation.
3. Team Leadership and Development
- Provide guidance, mentorship, and training to QHSE department and companywide personnel.
- Foster a culture of accountability, continuous improvement, and safety awareness.
- Ensure all team members are adequately certified and trained for their roles
4. Stakeholder and Regulatory Engagement
- Liaise with industry regulators, certification bodies, and key stakeholders to maintain compliance and industry best practices.
- Represent the organisation in safety and environmental committees and industry forums.
- Prepare and present reports on QHSE performance to senior management.
- Promote TMS and associated activities within the industry with a view to drive TMS’s reputation and generate business opportunities.
What You’ll Bring:
- Degree level qualification(s) or equivalent.
- Extensive experience in QHSE management within marine, inshore or civils/construction settings.
- Strong knowledge of safety regulations, industry standards, and risk management practices.
- Proven leadership and team management abilities.
- Excellent analytical, proactive problem-solving, and decision-making skills.
- Strong communication and interpersonal skills for stakeholder engagement.
- Certifications in NEBOSH and ideally of CMIOSH standard or equivalent safety qualifications.
Additional Information:
- This is a senior management role with visibility across the business.
- The role will involve regular travel to project sites across the UK.
- It is expected that extended hours or weekend availability will be required to resolve urgent QHSE issues.

Reports to: Project Manager
Job Purpose:
The Site Agent is responsible for managing the on-site delivery of civil engineering or marine infrastructure projects to ensure they are completed safely, on time, within budget and to the specified quality. This role oversees daily site operations, coordinates subcontractors and labour, manages site health and safety, and ensures compliance with contractual and regulatory requirements. The Site Agent is a key point of contact for site-level decision- making and plays a critical role in delivering successful project outcomes for TMS.
What You’ll be Doing:
1. Site Management & Supervision
• Oversee daily site activities, ensuring efficient coordination of labour, subcontractors, plant and materials.
• Implement site set-up, logistics, and traffic management plans.
• Lead daily briefings and toolbox talks, ensuring clear communication of tasks and safety measures.
• Monitor site progress against the programme and take action to address delays or issues.
2. Health, Safety & Environmental Compliance
• Ensure all work is carried out in compliance with TMS HSE procedures and relevant legislation.
• Conduct site inspections, audits, and risk assessments, implementing control measures as necessary.
• Promote a culture of safety and actively participate in incident investigations and reporting.
• Ensure correct use of PPE and safe working practices at all times.
3. Quality Assurance & Technical Delivery
• Ensure that works are delivered in accordance with design drawings, specifications, and quality standards.
• Supervise testing, inspections, and quality control processes, maintaining relevant documentation.
• Identify and resolve technical issues on site, liaising with the engineering team as required.
• Review and approve method statements and risk assessments for site activities.
4. Programme & Progress Monitoring
• Assist with developing and maintaining site programmes, reporting on progress to the Project Manager.
• Track labour and equipment usage, material deliveries, and site resources.
• Implement short-term planning and sequencing of works to optimise delivery.
• Prepare daily and weekly site records and reports.
5. Stakeholder & Team Coordination
• Coordinate with project managers, engineers, quantity surveyors, and site operatives to ensure cohesive project delivery.
• Maintain effective relationships with subcontractors, suppliers, and client representatives.
• Attend site meetings, progress reviews, and client briefings.
• Manage site-based communication and issue resolution.
6. Commercial Awareness & Cost Control
• Support commercial teams with accurate site data for valuations, variations, and claims.
• Monitor resource usage and material wastage to maintain cost-efficiency.
• Assist in managing site-related costs and ensuring work is carried out in line with budgets.
What You’ll Bring – Key Skills & Competencies:

• CSCS (Site Manager or Supervisor level) and SMSTS certification required.
• First Aid at Work, Temporary Works Supervisor, and other relevant site certifications are desirable.
• Minimum 3–5 years’ experience in a site management or supervisory role, preferably on marine or civil engineering projects.
• Experience working with NEC or JCT contracts and knowledge of construction documentation.

Job Purpose:
The Senior Quantity Surveyor is responsible for leading the commercial and contractual aspects of TMS’s multiple marine infrastructure projects, ensuring financial efficiency, risk management, and value optimisation. This role involves high-level cost control, strategic procurement, contract management, and stakeholder engagement to ensure successful and high-quality project delivery. As a senior member of the Commercial Team, the Senior Quantity Surveyor provides guidance and mentoring to junior surveyors while ensuring compliance with industry regulations and company objectives.
What You’ll be Doing:
1. Commercial & Financial Management:
● Oversee the financial management of multiple marine infrastructure projects, ensuring profitability and efficiency.
● Develop detailed cost estimates, budgets, and cash flow forecasts for projects.
● Conduct cost-value reconciliations (CVRs) and financial performance reviews.
● Identify opportunities for cost savings, value engineering, and commercial improvements.
● Manage project profit and loss (P&L) reporting and ensure alignment with TMS’s
financial targets.
2. Contract Administration & Risk Management:
● Manage the preparation, negotiation, and administration of high-value contracts.
● Ensure compliance with contractual obligations, legal requirements, and industry standards.
● Identify, assess, and mitigate contractual and financial risks on projects.
● Lead the preparation and resolution of claims, variations, and disputes.
● Develop strategies for contract negotiation and dispute resolution.
3. Procurement & Supply Chain Management:
● Oversee the procurement strategy, ensuring competitive pricing and value-driven selection.
● Evaluate subcontractor and supplier bids, negotiating optimal terms and conditions.
● Ensure robust supply chain management for marine infrastructure projects.
● Manage cost benchmarking and market analysis to support commercial decision- making.
4. Leadership & Team Development:
● Provide mentorship, training, and leadership to junior and project quantity surveyors.
● Support the development of commercial strategies and continuous improvement initiatives.
● Drive collaboration between project teams, finance, and operational departments.
● Contribute to the development of commercial policies and best practices within the company.
5. Cost Control, Reporting & Compliance:
● Lead cost monitoring, reporting, and financial forecasting for projects.
● Ensure all financial records, reports, and documentation are accurate and audit-ready.
● Drive compliance with health, safety, environmental (HSE), and regulatory requirements.
● Regularly present financial performance updates to senior management and stakeholders.
6. Client & Stakeholder Engagement:
● Establish and maintain strong relationships with clients, subcontractors, and regulatory bodies.
● Act as a key commercial representative during client meetings, negotiations, and progress reviews.
● Work closely with Project Managers, Engineers, and Commercial Directors to align financial and operational objectives.

● Minimum 7+ years of experience in a senior quantity surveying role, preferably within marine infrastructure, port development, dredging, coastal defense or offshore construction.
● Proven track record in managing high-value contracts and complex commercial negotiations.
● Experience leading and mentoring teams within a commercial environment.
